The Haitian United Front of the Diaspora, a federative entity which represents several
coalitions, federations, and regional organizations located in in several parts of the world is
releasing this proposal in solidarity with the Haitian people during these moments of dire
suffering and to offer some paths to a resolution, based on consultation with its partners and
like-minded organizations and allies.
Therefore:
Given the incapacity of President Jovenel Moses to maintain a stable government to
manage the affairs of the nation in the best interests of citizens for more than a year and
given that such a situation has led him to the successive nomination of prime ministers but
yet powerless to obtain ratification at the level of Parliament in spite of the fact that he has
had a clear majority;
Given that President Moise has been incapable of addressing the root causes of the
nation’s deteriorating social-political crisis and its acute economic collapse; and given his
powerlessness of bringing together divergent forces within the society to find solutions in
spite of his attempt to create various commissions that bore no results, such as the Etat
Generaux, the Commission de Consultation, etc., and others;
Given that since July, 2018, there have been intensive demonstrations against the
government to protest rising costs of living, taxes leveled on fuel, rampant or blatant
corruption gone unpunished (the Petro Caribe dossier), and accusations of corruption
leveled against the president and his entourage. Such demonstrations and failure to
address their roots causes have resulted into significant loss of lives, properties, and trade
and business opportunities, disruption of basic services including access to schools by
children.
Given that in addition to the failure of the executive branch, the Legislature (Chamber of
Deputies and the Senate) has shown its inability to perform its basic functions including
passing the budget, enacting legislation, voting to amend the constitution to achieve
significant changes, sanctioning members for illegal acts;.
Given that the Judiciary has also been disappointing for its failure to pursue corrupt
members of the executive branch and representatives of the civil society accused of
corruption or misappropriation of funds;
Given the fierce and legitimate desire of the Haitian people to achieve a change of system
where the oligarchy ceases to monopolize the wealth of the country without paying its fair
share of taxes and financial obligations;
Given that a large majority of the population demands the unconditional resignation of the
president;
Given the ostensible or veiled maneuvers of the entity called Core Group (a grouping of the
Special Representative of the Secretary General of the United Nations, the ambassadors of
Germany, Brazil, Canada, Spain, the United States, France, the European Union and the
Special Representative of the Organization of American States) often in conjunction with
other entities and powers such as the United Kingdom, the International Monetary Fund
(IMF), World Bank, Inter-American Development Bank (IDB), etc., in favor of President
Moise;
Given that there are many Haitians living in the Core Group countries and these Haitians
pay taxes there, exercise the right to vote there, hold elective positions and that many of
these compatriots have always engaged in the civic life of these countries, for example to
defend immigration-related issues, and are able to put pressure on the decision-makers of
the countries of said Core Group to support policies aimed at the development of Haiti in
the interest of the masses, rather than the interests of corrupt and unproductive leaders like
those of the regime of Jovenel Moise and, in recent decades, many of his predecessors;
Given that since Haitians living in the Diaspora share the suffering of their brothers and
sisters living in their homeland and are willing to contribute to the implementation of policies
and structures to promote the stability and prosperity of the Haitian people by addressing
the fundamental causes of the deep discontent of the traditional, now dysfunctional
political system, often supported by foreign prejudicial powers;
We, the members of the Haitian United Front of the Diaspora and our partners, propose
the following:
1) A consultative process, in the very short term, aimed at coordinating our efforts with
those of other movements with similar views as our own. The consultation will be aimed
at reaching points of agreement on initiatives to address the current situation, to
formulate a specific set of proposals and to inform the entire population about such
immediate proposal to resolve the crisis.
2. The establishment of an Emergency Representative Management Council
(Representative Council) composed of personalities and, in observance of the spirit of
the constitution, headed by a reputable member of the Court of Cassation. This council
must include representatives from key sectors of the population, both inside and outside
the country, who will take charge of administering the transition with the following
mandate:
(a) Require and negotiate with President Jovenel Moise options to transfer his
power to the Council peacefully and have the opportunity to legally respond to charges
against him;
(b) Require the Acting Prime Minister to resign from his post in order to allow a
new, acting, appropriate Interim Prime Minister to manage the day-to-day affairs of the
country in collaboration with the Representative Council;
(c) Require the new Interim Prime Minister, in consultation with the
Representative Council, to establish a Permanent Electoral Council (CEP) that will
include members of the Diaspora;
(d) Authorize the CEP to organize a single set of elections (Presidency, Senate
and Chamber of Deputies) of candidates based on adherence to the implementation of
a long-term development plan, with the participation of the Diaspora;
(e) Aggressively engage in dialogue with partner countries and seek out new
partners to help alleviate the suffering of the population and assist in the development of
Haiti;
(f) Provide all legal and material tools and mechanisms necessary for the
Judiciary and the Haitian National Police (PNH) to disarm all groups or individuals
carrying weapons illegally, and to restore a safe atmosphere for the Interim government
and the Citizens;
(g) In a decentralized manner, empower the Municipal Governments to assess
and meet the basic needs of the population in the realm of food, health care, education
and to solicit their civic duty to continue their participation to help repair the damages
done during the mass resistance to corruption and to expel President Moise;
(h) Immediately establish structural relationships with Diaspora and allied
organizations and individuals from around the world, via a series of small-scale or large-
scale consultations, conference calls or teleconferences to seek opportunities for
contribution to the resolution of the crisis based on sound mediation practices given the
seriousness of the situation;
(i) Organize a bottom-up national constituent assembly of all sectors of the
Haitian society to reach a consensus for a 25 year reconstruction plan for Haiti
reviewable every 5 years; and revise and/ or amend the constitution through
consideration of all studies and proposals submitted, including those proposed by the
Haitian United Front of the Diaspora.

PROPOSITION DU FRONT UNI DE LA DIASPORA HAÏTIENNE
POUR UNE RÉSOLUTION DE LA CRISE HAÏTIENNE
Le Front Uni de la Diaspora Haïtienne, une entité fédérative regroupant des coalitions,
fédérations et organisations régionales implantées dans diverses régions du monde,
publie cette proposition en solidarité avec le peuple haïtien qui, depuis des mois, vit des
moments de souffrance exacerbée. Notre objectif est de proposer des pistes de solution
issues d’une large consultation de nos partenaires et alliés, ainsi que d’organisations aux
vues similaires aux nôtres.
En conséquence :
Vu l’incapacité, depuis plus d’un an, du Président Jovenel Moïse à maintenir un
gouvernement stable pour gérer les affaires de la nation au mieux des intérêts des
citoyen.ne.s, et vu qu’une telle situation l’a conduit à la nomination successive de
premiers ministres impuissants à obtenir leur ratification au niveau du Parlement malgré
que M. Moïse y dispose d’une nette majorité;
Vu la situation de crise sociopolitique et de désastre économique aigus qui en est
résultée, et vu l’incapacité du Président Moïse à s'attaquer aux causes profondes d’une
telle situation et à réunir les forces divergentes afin d’envisager de manière concertée
des solutions appropriées aux problèmes de la Nation, et ce, malgré la création de
commissions improductives, comme les États Généraux Sectoriels de la Nation;
Vu les nombreuses manifestations qui, depuis juillet 2018, ont lieu périodiquement
contre le gouvernement pour protester contre la hausse du coût de la vie, les taxes sur
le carburant, la corruption rampante ou flagrante restée impunie (dossier Petrocaribe), et
aussi contre les accusations de corruption portées contre le président et son entourage;
Vu que, du fait de l’impotence du gouvernement, ces manifestations ont
occasionné des pertes en vies humaines et des pertes de propriétés, de débouchés
commerciaux et d’opportunités d’affaires, ainsi que de sévères perturbations dans la
fourniture des services de base et la régularité scolaire des enfants;
Vu qu'en plus de l'échec du pouvoir exécutif, l'Assemblée législative (Chambre des
députés et Sénat) a montré son incapacité à remplir ses fonctions de base, y compris
l'adoption du budget, l'adoption d'une loi électorale, le vote pour la modification de la
constitution apporter des changements importants, sanctionnant ses membres pour des
actes illégaux, etc,;
Vu la volonté farouche exhibée par le peuple d’aboutir à un changement de
système où l’oligarchie cesse de monopoliser les richesses du pays sans s’acquitter de
ses redevances fiscales et citoyennes;
Vu qu’une grande majorité de la population exige la démission du président;
Vu les manœuvres ostensibles ou voilées que mène, en faveur de nos
gouvernements même décriés, l’entité dénommée Core Group (un regroupement
réunissant le Représentant Spécial du Secrétaire Général des Nations Unies, les
ambassadeurs d’Allemagne, du Brésil, du Canada, d’Espagne, des États-Unis, de
France, de l’Union Européenne et le Représentant Spécial de l’Organisation des États
Américains), souvent de concert avec d'autres entités et puissances telles que le
Royaume-Uni, le Fonds Monétaire International (FMI), la Banque mondiale, la Banque
Interaméricaine de Développement (BID), etc,,en faveur du Président contre l'intérêt du
peuple.
Vu que les Haïtiens qui vivent dans les pays membres dudit Core Group y paient
des impôts, y exercent le droit de vote tout en détenant des postes électifs, vu aussi que
ces compatriotes se sont toujours engagés dans la vie civique de ces pays, par exemple
pour défendre des questions liées à l’immigration, et vu enfin qu’ils sont en mesure de
faire pression sur les décideurs des pays dudit Core Group afin de les porter à soutenir
des politiques visant le développement d'Haïti dans l'intérêt des masses, plutôt que dans
celui de dirigeants improductifs et/ou corrompus comme ceux du régime de Jovenel
Moïse et, au cours des dernières décennies, de bien de ses prédécesseurs;
Vu que les Haïtiens vivant en Diaspora partagent la souffrance de leurs frères et
sœurs vivant en terre natale et qu’ils sont disposés à contribuer à la mise en œuvre des
structures destinées à promouvoir la stabilité et la prospérité du peuple haïtien par la
remise en cause fondamentale des ressorts profonds du système politique traditionnel,
désormais dysfonctionnel, et ce, sans ingérence étrangère imposée ou préjudiciable ;
Nous, membres du Front Uni de la Diaspora Haïtienne et nos partenaires,
proposons ce qui suit:
1. Un processus de consultation incessante visant, dans le très court terme, à coordonner
nos efforts avec ceux d'autres mouvements aux vues similaires aux nôtres. Il s’agira
d’initiatives qui traitent de la situation actuelle afin de formuler un ensemble précis de
propositions et de bien informer l’ensemble de la population sur une feuille de route
centrée sur la résolution de la crise.
2. La création d'un Conseil de Gestion des Représentants d'urgence (Conseil
représentatif) composé de personnalités et, dans le respect de l'esprit de la Constitution,
dirigé par un membre réputé de la Cour de cassation. Ce conseil doit inclure des
représentants de secteurs clés de la population, tant à l'intérieur qu'à l'extérieur du pays,
qui prendront en charge l'administration de la transition avec le mandat suivant :
a) Exiger et négocier avec le Président Jovenel Moise des options de transférer
son pouvoir au Conseil pacifiquement et avoir la possibilité de répondre
légalement aux accusations portées contre lui
b) Exiger que le Premier Ministre par intérim démissionne de son poste afin de
permettre à un nouveau Premier Ministre qualifié, par intérim lui aussi, de gérer
les affaires courantes du pays en collaboration avec le Conseil Représentatif;
c) Exiger que le nouveau Premier Ministre par intérim, en consultation avec le
Conseil Représentatif, établisse un Conseil Électoral Permanent (CEP) qui
comprendra des membres de la Diaspora;
d) Autoriser le CEP à organiser un ensemble unique (présidence, Sénat et
Chambre des députés) de candidats sur la base du respect de la mise en œuvre
d'un plan de développement à long terme, avec le la participation de la Diaspora;
e) Engager agressivement le dialogue avec les pays partenaires et rechercher de
nouveaux partenaires pour aider à soulager les souffrances de la population et
aider au développement d'Haïti;
f) Fournir tous les outils et mécanismes légaux et matériels nécessaires au Pouvoir
Judiciaire et à la Police Nationale d'Haïti (PNH) pour désarmer tous les groupes
ou individus portant illégalement des armes, et pour rétablir un climat de sécurité
pour l'État et les citoyens;
g) De manière décentralisée, donner aux gouvernements municipaux les moyens
d'évaluer et de répondre aux besoins fondamentaux de la population dans le
domaine de l'alimentation, des soins de santé, de l'éducation et de solliciter leur
devoir civique de poursuivre leur participation pour aider à réparer les dommages
causés pendant la résistance massive à la corruption et à l'expulsion du président
Moise;
h) Établir immédiatement des relations structurelles avec les autres organisations de
la Diaspora, dans le cadre d'une série de consultations à petite ou grande échelle
via des conférences téléphoniques ou téléconférences afin de rechercher des
opportunités de collaboration et de contribuer à la résolution de la crise sur la base
de pratiques de médiation saines et avec les objectifs ultimes de résolution
optimale, compte tenu de la gravité de la situation.
i) Organiser une assemblée constituante nationale ascendante de tous les secteurs
de la société haïtienne pour parvenir à un consensus pour un plan de
reconstruction de 25 ans pour Haïti révisable tous les 5 ans et réviser ou amender
la constitution 1987 Amendée.
